Launched on 1st April 2003, Ex-Servicemen Contributory Health Scheme (ECHS) aims to provide allopathic and AYUSH medicare to Ex-servicemen pensioner and their dependents through a network of ECHS Polyclinics, Service medical facilities, Government hospitals, impaneled private hospitals/ specified Government AYUSH hospitals spread across the country.

ECHS has been structured on the lines of the Central Government Health Scheme (CGHS) to ensure cashless transactions for the patients and is financed by the Government of India.

Retired Armed Forces personnel till the year 2002 could avail medical facilities only for specific high-cost surgery/ treatment for a limited number of diseases covered under the Army Group Insurance and Armed Forces Group Insurance Schemes.

These medicare schemes could provide some relief to the Ex-Servicemen, but it was not a comprehensive scheme as compared to and available for other Central Govt Employees.
