This Act was amended and replaced by the Assam Panchayat Act, of 1959, the Assam Panchayati Raj Act, of 1972, the Assam Panchayati Raj Act, of 1986, and finally the Assam Panchayat Act, 1994 which incorporated the provisions of the 73rd Amendment Act, 1992 of the Constitution of India. The Assam Panchayat Act,1994 received the assent of the Governor on the 22nd April 1994, and elections were held in October 1996, for establishing a three-tier Panchayati Raj system in the State at the village, intermediate, and district levels. 

The Panchayat & Rural Development Department largely works to enhance livelihood opportunities, address chronic poverty, provide social security and work for the economic inclusion of rural poor families. The Panchayat & Rural Development Department has been implementing a number of programs in the rural area of the State by empowering the rural poor through the power of rights-based law, aiming to transform the geography of poverty in the State.

Rural Development Programmes are being implemented through the Panchayat & Rural Development Department at the State level and by the Zilla Parishad at the District level. At present, there are 21 Zilla Parishads, 185 Anchalik Panchayats, and 2202 Gaon Panchayats in Assam. The activities of the Panchayat & Rural Development Department are implemented through Panchayati Raj Institutions (PRIs). There is no PRI system in the Sixth Scheduled districts.
